Introduction

The Judicial Inspectorate for Correctional Services (JICS) is inviting applications from dedicated, ethical, and community-oriented individuals to apply for positions as Independent Correctional Centre Visitors (ICCVs). This role is rooted in the promotion of human rights, the enhancement of transparency in the correctional system, and the safeguarding of the dignity and welfare of incarcerated individuals.

With a presence in correctional facilities nationwide, ICCVs serve as the eyes and ears of the public, ensuring that the treatment of inmates aligns with South Africa’s Constitution and international standards on the humane treatment of prisoners.


Why the ICCV Role Matters

Correctional facilities are often closed environments, making independent oversight crucial. ICCVs act as impartial observers within prisons, tasked with recording complaints, investigating allegations of misconduct, and monitoring detention conditions.

Through their presence, ICCVs help prevent human rights violations and facilitate communication between inmates and the Department of Correctional Services (DCS). This contributes to a justice system that respects dignity, fairness, and accountability, even behind bars.


Core Responsibilities of an ICCV

As an Independent Correctional Centre Visitor, your key duties will include:

1. Daily Engagement

  • Conducting regular visits (often daily) to an assigned correctional facility.

  • Engaging with inmates in a respectful and confidential manner.

  • Liaising with DCS officials and facility management to address concerns.

2. Monitoring Conditions

  • Observing living conditions within the prison environment.

  • Ensuring compliance with human rights standards.

  • Monitoring use of solitary confinement, mechanical restraints, or segregation.

3. Handling Complaints

  • Listening to and documenting inmate complaints and grievances.

  • Following up with relevant authorities to ensure fair handling of reported issues.

  • Ensuring inmates are aware of their rights and the complaint process.

4. Incident Reporting

  • Recording and reporting incidents such as:

    • Deaths in custody

    • Assaults

    • Use of force by prison staff

    • Extended use of restraints or isolation

5. Supporting Investigations

  • Assisting JICS officials during formal inspections or investigations.

  • Submitting accurate reports on a regular basis.

  • Attending training sessions and briefings organized by JICS.


Minimum Requirements for Applicants

To qualify for this role, applicants must meet the following minimum criteria:

Educational Requirements:

  • Senior Certificate (Grade 12) or equivalent is mandatory.

Skills and Attributes:

  • Computer literacy with a high degree of accuracy (data entry and reporting).

  • Strong verbal and written communication skills.

  • High level of integrity, confidentiality, and professionalism.

  • Demonstrated community involvement and knowledge of Batho Pele principles.

  • Ability to work independently and collaboratively within diverse teams.

  • Assertiveness and the ability to handle high-pressure situations.

  • A valid driver’s licence is an advantage but not required for all posts.

Community Involvement Requirement:

  • You must provide a nomination/recommendation letter from a registered community-based organization, dated within the last six months, supporting your application for the ICCV role. This letter is a mandatory requirement and forms part of the shortlisting criteria.

Residency:

  • Preference is given to applicants residing in the local community near the correctional facility they apply for.


Employment Details

  • Contract Duration: 36 months

  • Work Schedule: 3/8th appointment (approximately 3 days per week or the equivalent)

  • Salary: R85,620 per annum (Level 5), plus 37% in lieu of benefits (e.g. pension, medical aid)

This part-time role allows flexibility, while still offering a meaningful contribution to justice and community service.
