Overview

The City of Johannesburg’s Department of Economic Development, through the Expanded Public Works Programme (EPWP), is offering unemployed youth the opportunity to apply for entry-level cleaning positions across several regions. This initiative supports government efforts to reduce unemployment while maintaining clean, safe, and functional public service facilities.

The role of an EPWP OC Cleaner is to support the general cleanliness and upkeep of Opportunity Centres, which serve as vital service delivery and development hubs in communities.

This is a youth-focused opportunity, and no previous work experience is required. All training and support will be provided.


Regions and Wards of Deployment

Successful candidates may be placed in any of the following locations:

  • Region B: Ward 82

  • Region C: Ward 70

  • Region D: Ward 46

  • Region E: Wards 32 and 75

  • Region F: Ward 57

  • Region G: Ward 18

Minimum Requirements

To be considered for the EPWP OC Cleaner position, applicants must meet the following minimum requirements:

  • Must be a South African citizen

  • Must be unemployed youth, aged 18–35

  • Must reside within the City of Johannesburg municipal boundaries

  • Must have completed Grade 12 (Matric) or an equivalent NQF Level 4 qualification

  • Must not currently be enrolled in any form of education or employment

  • Must not have previously participated in an EPWP programme for the current financial year


Preferred Competencies and Attributes

While experience is not required, preference will be given to candidates who display the following:

  • Basic knowledge of general housekeeping and cleaning practices

  • Understanding of health and safety protocols in a cleaning environment

  • Ability to safely handle cleaning agents and chemicals

  • Basic reading and comprehension skills (to follow cleaning instructions and signage)

  • Strong interpersonal and communication skills

  • Demonstrates trustworthiness, reliability, and punctuality

  • Shows professional behaviour and respect for public spaces

  • Knowledge of the Batho Pele Principles (People First)

  • Ability to work independently or as part of a team

  • Good time management skills


Key Duties and Responsibilities

As an EPWP OC Cleaner, the successful candidates will be responsible for:

1. General Cleaning and Housekeeping

  • Performing routine cleaning tasks, including:

    • Sweeping, mopping, vacuuming, and scrubbing floors

    • Dusting surfaces and furniture

    • Cleaning windows, doors, and walls

  • Ensuring the Opportunity Centre remains clean, safe, and presentable at all times

2. Waste and Sanitation Management

  • Emptying and sanitising dustbins regularly

  • Disposing of waste safely in accordance with municipal policies

  • Reporting maintenance issues or hazards to supervisors

3. Beverage and Meeting Support

  • Assisting with preparing and serving tea, coffee, and water during meetings, workshops, and training sessions

  • Ensuring kitchen or refreshment areas are kept clean and hygienic

4. General Office Support

  • Assisting with moving chairs, light furniture, and supplies where necessary

  • Maintaining cleaning supply inventories and informing supervisors when stock is low

  • Ensuring compliance with all health, safety, and hygiene standards

Duration and Terms

  • This is a fixed-term opportunity aligned with the City’s EPWP policy

  • Employment is non-permanent and intended as a work-experience and community service initiative

  • Successful candidates will receive a stipend in line with EPWP regulations

  • Employment will be subject to performance, attendance, and adherence to conduct guidelines
