Position Title: Independent Correctional Centre Visitor (ICCV)
Contract Duration: 36 Months
Remuneration: R85,620 per annum (3/8th post at Level 05), plus an additional 37% in lieu of standard employment benefits

Overview of the Role:

The Judicial Inspectorate for Correctional Services (JICS) invites applications from committed, service-oriented individuals for the position of Independent Correctional Centre Visitors (ICCVs). These roles are essential in ensuring transparency, upholding inmates’ rights, and improving the conditions in South African correctional centres.

As an ICCV, you will be the eyes and ears of civil society within correctional environments, working independently from the Department of Correctional Services. You will act as a neutral party to listen, record, and report on inmates’ concerns while ensuring that incarceration remains humane, legal, and aligned with constitutional standards.


Minimum Requirements:

-National Senior Certificate (Grade 12) is compulsory

-Proficiency in basic computer applications with high levels of accuracy

-A nomination letter from a recognized community-based organization (dated within the last six months) is mandatory

-Ability to work both independently and within a team

-Strong understanding of community engagement and public service ethics (including Batho Pele principles)

-Excellent communication and interpersonal skills

-Must demonstrate assertiveness and the ability to handle sensitive situations professionally

-A valid driver’s licence is advantageous

-Preference will be given to applicants who reside in or near the relevant correctional facility


Key Responsibilities:

-Conduct regular, daily visits to the assigned correctional centre to interact with inmates and Department of Correctional Services (DCS) staff

-Log, assess, and escalate complaints or grievances raised by inmates

-Observe and document incarceration conditions, identifying and reporting any breaches of human rights or facility regulations

-Provide written reports on serious incidents, including but not limited to:

Inmate deaths

Use of solitary confinement

Use of mechanical restraints

Use of force or physical intervention

-Assist JICS personnel during official inspections and investigative procedures

-Ensure transparency and accountability by providing accurate, timely feedback to JICS and the broader community
