Introduction
The Judicial Inspectorate for Correctional Services (JICS) is inviting unemployed South African youth to apply for entry-level government positions available at multiple correctional centres across the country. These opportunities are for Independent Correctional Centre Visitors (ICCVs)—a vital role in promoting oversight, accountability, and the protection of human rights within South African correctional facilities.
JICS is an independent office under the Ministry of Justice and Correctional Services and plays a crucial role in monitoring the conditions of detention and the treatment of inmates. As an ICCV, you will be at the frontlines of justice and human rights protection in correctional services, acting as a bridge between inmates, correctional staff, and external stakeholders.

Key Responsibilities
As an Independent Correctional Centre Visitor (ICCV), you will be responsible for:
1. Monitoring and Oversight

Conduct regular site visits to the assigned correctional centre.

Interview and consult with inmates and correctional services staff regarding:

Complaints (e.g. assault, medical neglect, overcrowding, access to legal support).
-
24-hour mandatory matters (e.g. segregation, mechanical restraints, deaths in custody).
-
2. Case Management
-
Receive and capture inmate complaints into the JICS national complaints database.
-
Open and maintain individual case files for each complaint.
-
Record details of complaints accurately and confidentially.
3. Reporting
-
Submit monthly reports to the Regional Manager on all site visits, complaints handled, and follow-up activities.

Provide statistical data and analysis on complaints received and resolved.

Report urgent matters immediately to ensure timely intervention.
4. Complaint Resolution

Liaise with relevant correctional centre authorities and DCS officials to ensure:

Complaints are resolved efficiently.
-
Inmates’ rights are respected and protected.
-

Follow up on unresolved complaints until a final resolution is reached.
5. Stakeholder Engagement

Build constructive relationships with:
-
DCS officials.
-
Inmates.
-
Community stakeholders and other ICCVs.

Act as an independent observer without taking sides.
6. Administrative Support

Attend to written and telephonic enquiries from stakeholders and the public.

Ensure documents are filed correctly and data is up to date.

Carry out all reasonable tasks assigned by your supervisor or the Regional Manager.
Minimum Requirements

Educational Qualification

Must have Matric / Grade 12 certificate (compulsory).
