1. Programme Overview

Rand Water invites applications from motivated, previously disadvantaged South African youth for the Procurement Officer Learnership Programme 2025 / 2026. The learnership aims to develop essential skills, knowledge, and workplace experience required in the field of procurement and supply chain management.

This programme will support learners in becoming competent Procurement Officers. It combines structured theoretical learning, practical workplace training, and on-the-job exposure.


2. Purpose of the Learnership

To equip learners with:

3. Key Responsibilities

3.1 Procurement Planning

  • Develop procurement schedules.

  • Assist in compiling procurement plans.

  • Support demand forecasting and procurement needs analysis.

  • Align procurement activities with organizational goals.

3.2 Supplier Management

  • Identify and assess suppliers.

  • Support supplier registration processes.

  • Maintain supplier records and performance reports.

  • Assist in managing supplier relationships.

3.3 Contract Administration

  • Help draft contracts and service-level agreements.

  • Monitor contract performance and timelines.

  • Track contract compliance with procurement standards.

  • Maintain contract files and documentation.

3.4 Sourcing and Tendering

  • Assist in preparing bid documents.

  • Support the tender evaluation process.

  • Attend briefing sessions and procurement meetings.

  • Ensure fairness and compliance in the tender process.

3.5 Procurement Transactions

  • Process purchase requisitions.

  • Assist in creating purchase orders.

  • Follow up on deliveries.

  • Reconcile orders with supplier invoices.

3.6 Recordkeeping and Reporting

  • Maintain accurate procurement records.

  • File supporting procurement documents.

  • Compile procurement reports.

  • Ensure compliance with audit requirements.

3.7 Learning and Development

  • Complete practical logbook entries.

5. Eligibility Requirements

To be considered, applicants must meet the following criteria:

  • Be a South African citizen with a valid SA ID.

  • Be between 18 and 35 years of age.

  • Must not be employed at the time of application.

  • Must not be registered at any educational institution.

  • Must not be enrolled in any other learnership.

  • Must not hold any post-matric qualification.

Minimum Education:

  • National Senior Certificate (Matric).

  • Subjects: Mathematics Literacy and English.

  • Minimum of Level 4 in each subject.

Additional Documentation:

  • SAQA/NLRD verification report (Download from SAQA website).

  • Valid South African ID copy.

  • Certified Matric certificate.

  • Proof of residence (if required).
