External Vacancy Announcement: Entry-Level Government Opportunities for Unemployed Youth

1. Accounting Clerk: Financial Accounting Services

Location: MISA Head Office – Centurion, Pretoria
Reference Number: MISA/AC-FAS/02
Salary Range: R228 321 – R268 950 per annum (Salary Level 5)
Type of Position: Permanent / Full-time


Purpose of the Position

The Accounting Clerk will be responsible for assisting in the day-to-day financial accounting operations of the Department. The role involves processing payments, maintaining financial records, ensuring compliance with financial policies and regulations, and supporting the efficient management of public funds. This position offers an excellent opportunity for recent school leavers who are eager to start a career in finance and public administration.


Minimum Requirements

  • A Grade 12 Certificate (Matric) or an equivalent qualification is essential.

  • No prior experience is required; training will be provided.

  • A qualification in Accounting, Finance, or related fields will be an added advantage.


Knowledge, Skills, and Competencies

The successful candidate must demonstrate the following:

Generic Competencies:

  • Strong problem-solving and analytical abilities.

  • Excellent client orientation and customer service focus.

  • Effective communication skills (both verbal and written).

  • Proficiency in basic computer applications such as Microsoft Office (Word, Excel, Outlook).

Technical Competencies:

  • A sound understanding of the Public Finance Management Act (PFMA), 1999 (Act No. 1 of 1999) and Treasury Regulations.

  • Familiarity with government accounting systems such as the Basic Accounting System (BAS) and PERSAL or VIP payroll systems.

  • Basic knowledge of financial reporting and reconciliation processes.


Key Responsibilities

The successful candidate will perform, among others, the following duties:

  1. Invoice Processing:

    • Receive, verify, and process supplier invoices to ensure payments are made within the required 30-day period, in compliance with Treasury guidelines.

  2. Debt Management:

    • Create debtors’ accounts and ensure timely follow-ups on outstanding amounts owed to the Department.

    • Monitor and reconcile debt records to maintain accurate financial data.

  3. Financial Record Keeping:

    • Capture journals and other financial transactions on the system.

    • Compile monthly cashbooks and maintain supporting documentation for audit purposes.

  4. General Ledger Reconciliation:

    • Perform reconciliations to ensure all transactions are accurately recorded in the general ledger.

    • Identify and correct discrepancies promptly.

  5. Payroll Administration:

    • Assist in payroll processing, including capturing salary adjustments and deductions.

    • Conduct employee tax reconciliations and process third-party payments.

  6. Travel and Subsistence:

    • Process claims for travel and subsistence allowances according to departmental policy.

  7. Filing and Documentation:

    • Maintain proper filing systems for all financial documents and ensure easy retrieval for audit and verification.

2. Supply Chain Clerk: Demand and Acquisition

Location: MISA Head Office – Centurion, Pretoria

Salary Range: R228 321 – R268 950 per annum (Salary Level 5)
Type of Position: Permanent / Full-time


Purpose of the Position

The Supply Chain Clerk will play a vital role in supporting the Department’s procurement and supply chain management functions. The position focuses on the efficient handling of procurement requests, maintenance of supplier records, and ensuring compliance with relevant procurement legislation and frameworks. This entry-level opportunity is ideal for youth interested in developing a career in supply chain or logistics management within the public service.


Minimum Requirements

  • A Grade 12 Certificate or an equivalent qualification.

  • No prior work experience required.

  • Basic understanding of procurement processes will be advantageous.


Knowledge, Skills, and Competencies

Generic Competencies:

  • Excellent planning and organizing skills.

  • Strong problem-solving and decision-making abilities.

  • Good verbal and written communication skills.

  • Ability to work independently and collaboratively within a team.

  • Computer literacy with knowledge of MS Office suite.

Technical Competencies:

  • In-depth understanding of procurement procedures and supply chain management principles.

  • Knowledge of Treasury Regulation 8.2.3 and the Preferential Procurement Policy Framework Act (PPPFA).

  • Familiarity with systems such as LOGIS or other electronic procurement systems.


Key Responsibilities

The successful candidate will be expected to:

  1. Administrative Support:

    • Provide secretarial assistance during bid evaluations, tender processes, and contract finalization.

    • Prepare and distribute documentation required for procurement committees.

  2. Supplier Management:

    • Maintain and update the departmental supplier database.

    • Register new suppliers on LOGIS or related systems to ensure accurate supplier records.

  3. Procurement Processing:

    • Request and receive quotations from suppliers.

    • Capture specifications and purchase orders accurately on the electronic procurement system.

    • Assist in issuing and receiving bid documents, ensuring all submissions are properly logged and recorded.

  4. Compliance and Record-Keeping:

    • Ensure all procurement activities comply with relevant legislative frameworks and internal policies.

    • Maintain proper filing and documentation for audit readiness.

  5. Client and Stakeholder Liaison:

    • Communicate effectively with internal and external stakeholders to ensure transparency and efficiency in procurement processes.
