Introduction

Purpose of the Position

The Client Service Officer (Claims Credit Officer) position focuses primarily on the financial oversight of client accounts, particularly in relation to claims, credits, and overpayments. The incumbent will be responsible for maintaining accurate and up-to-date financial records, ensuring transparency in all monetary transactions, and adhering strictly to the principles outlined in financial and accounting legislation.

This role contributes significantly to the government’s mission of promoting responsible financial management and sustaining trust between the state and its citizens. By ensuring that all benefit payments and recoveries are handled efficiently and lawfully, the Client Service Officer helps protect the integrity of government funds and supports sustainable financial operations.


Key Responsibilities

The duties of the Claims Credit Officer encompass a broad range of administrative, financial, and analytical functions. The main responsibilities include but are not limited to the following:

1. Financial Record Management

  • Maintain, update, and verify debtor accounts using both manual and electronic systems.

  • Capture and reconcile financial transactions to ensure all overpayments, credits, and deductions are correctly processed.

  • Prepare detailed reports and documentation for internal auditing and compliance purposes.

2. Claims Monitoring and Recovery

  • Track and monitor all payments made to clients to identify potential overpayments.

  • Take prompt and professional action to recover overpaid funds in accordance with the Unemployment Insurance Act (UIA) and the Unemployment Insurance Contribution Act (UICA).

  • Liaise with relevant departments and stakeholders to ensure timely and accurate claim settlements.

3. Compliance and Legal Adherence

  • Ensure all financial management activities comply with statutory and regulatory frameworks, including:

    • Public Finance Management Act (PFMA)

    • Treasury Regulations

    • Generally Recognized Accounting Principles (GRAP)

    • Generally Accepted Accounting Principles (GAAP)

  • Apply departmental policies, procedures, and guidelines to maintain high ethical and operational standards.

4. Client Service and Communication

  • Serve as the first point of contact for clients regarding claim and credit queries.

  • Provide clear, professional, and courteous communication to clients to ensure understanding of payment obligations and claim procedures.

  • Offer guidance and information to clients on government benefit programs, ensuring transparency and customer satisfaction.

5. Financial Analysis and Reporting

  • Conduct analysis on financial data to detect discrepancies or potential risks.

  • Compile monthly, quarterly, and annual reports on claim collections, outstanding debts, and recovery progress.

  • Provide recommendations for improving financial efficiency and reducing the rate of overpayments.

6. Administrative and Support Functions

  • Support the finance team with general administrative tasks, such as filing, data entry, and correspondence.

  • Assist in audit preparation by providing organized and accurate documentation.

  • Contribute to departmental meetings, workshops, and training sessions as required.


Minimum Requirements

Educational Qualification

  • A Grade 12 / Senior Certificate is the minimum educational requirement for this position.

  • Additional studies or short courses in Accounting, Finance, Business Administration, or Public Management will be considered an advantage.

Experience

  • 0 to 6 months of relevant experience in a financial or administrative environment.

  • Entry-level candidates with strong analytical and organizational abilities are encouraged to apply, as comprehensive training will be provided.


Knowledge Requirements

Applicants should demonstrate a sound understanding of both financial legislation and accounting principles. Familiarity with the following frameworks is essential:

  • Unemployment Insurance Act (UIA) – Knowledge of policies governing the payment and recovery of unemployment benefits.

  • Unemployment Insurance Contribution Act (UICA) – Understanding the legal obligations concerning contributions and deductions.

  • Generally Recognized Accounting Principles (GRAP) and Generally Accepted Accounting Principles (GAAP) – Knowledge of standard accounting frameworks guiding financial reporting and record-keeping.

  • Public Finance Management Act (PFMA) – Awareness of financial accountability and management requirements within the public sector.

  • Treasury Regulations – Understanding of financial compliance standards for government departments.

  • Departmental Policies and Financial Procedures – Familiarity with internal administrative processes.

A good grasp of financial systems and databases used for recording and managing accounts will be beneficial.
