1. Introduction

The City of Johannesburg (CoJ) invites suitably qualified and committed individuals to apply for the position of Cleaner within the Opportunity Centre, under the Expanded Public Works Programme (EPWP).

This short-term employment opportunity forms part of the City’s broader strategy to address unemployment, promote skills development, and maintain public infrastructure in a clean, functional, and welcoming condition. The role of a Cleaner is essential in ensuring that the facilities remain hygienic, safe, and conducive to the services provided to residents, entrepreneurs, and municipal staff.

This contract position will be for a maximum duration of 10 months and is intended to provide participants with practical work experience, professional skills, and an opportunity to contribute positively to their community.

By participating in this initiative, successful applicants will join a team dedicated to service excellence, public health, and community development — core priorities for the City of Johannesburg.


2. About the Expanded Public Works Programme (EPWP)

The Expanded Public Works Programme (EPWP) is a national initiative launched by the Government of South Africa with the objective of providing temporary work opportunities, while equipping participants with skills and training that can improve their chances of securing future employment.

The EPWP targets unemployed individuals, especially youth, women, and persons with disabilities, and offers placements across various sectors, including:

-Infrastructure (construction, road maintenance, building repairs)

-Environment and Culture (parks maintenance, waste management, heritage projects)

-Social Sector (community services, healthcare support, early childhood development)

-Non-State Sector (partnerships with non-governmental organisations)

Within the City of Johannesburg, the EPWP plays a vital role in poverty alleviation, skills transfer, and municipal service delivery. The Opportunity Centre Cleaning Project specifically aims to:

-Maintain a clean, hygienic, and safe environment in municipal facilities.

-Provide practical workplace exposure in cleaning and hygiene management.

3. About the Opportunity Centres

The Opportunity Centres are specialised municipal facilities designed to:

The upkeep of these facilities is crucial to ensuring that every visitor and user enjoys a positive experience. As such, Cleaners in this programme play a critical role in the City’s service delivery model.


4. Minimum Requirements

Applicants must meet the following minimum criteria to be considered:

4.1 Citizenship

-Must be a South African Citizen.

-Must be in possession of a valid South African Identity Document.

4.2 Residency

-Must reside within the jurisdiction of the City of Johannesburg.

-Proof of residence is required (utility bill, municipal letter, or sworn affidavit).

4.3 Educational Requirements

-Minimum: Grade 10 (Standard 8) certificate.

-Advantageous: Grade 12 (Matric) or higher qualification.

4.4 Employment Status

-Must be unemployed at the time of application.

-Must be available for the full duration of the contract (up to 10 months).

4.5 Physical and Personal Requirements

-Must be physically fit to perform cleaning duties, including lifting, bending, and standing for extended periods.

-Must be willing to work flexible hours, including early mornings or late afternoons if required.

-Must demonstrate good interpersonal skills and be able to work effectively as part of a team.


5. Key Duties and Responsibilities

The successful candidates will carry out cleaning tasks to maintain hygienic, safe, and presentable conditions within the Opportunity Centre. Duties will include, but are not limited to:

5.1 Cleaning of Offices and Common Areas

-Sweeping, mopping, and vacuuming floors to remove dust, dirt, and debris.

-Dusting and wiping desks, chairs, shelves, and other furniture.

-Emptying waste bins, replacing liners, and ensuring disposal areas are tidy.

5.2 Sanitisation and Hygiene Maintenance

-Cleaning and disinfecting restrooms and kitchen areas.

-Refilling soap dispensers, hand sanitiser units, and toilet paper holders.

-Ensuring public areas remain free of litter and hazards.

5.3 Window and Surface Cleaning

-Washing interior windows, mirrors, and glass doors.

–Wiping down counters, reception desks, and high-contact surfaces.

5.4 Stock Control and Reporting

-Monitoring cleaning supplies and informing supervisors when stock is low.

-Reporting any maintenance issues or safety concerns promptly.

5.5 Compliance with Health and Safety Regulations

-Using cleaning chemicals according to manufacturer and City guidelines.

-Wearing and maintaining Personal Protective Equipment (PPE) provided.

5.6 Customer Service and Conduct

-Maintaining a courteous and professional manner when interacting with staff and visitors.

-Upholding the reputation of the City of Johannesburg at all times.
